A study of human resources public health service was made. Assessment of the main trends of personnel policy pursued was given. The practical significance of the study is to develop a conceptual principles and guidelines for the formation of human resources policy as a strategic-level management personnel and tactical, taking into account available resources cirque. Methodological approaches to the study of the formation and organization of medical personnel policy organizations have been identified. The main factors influencing the formation of human resources in health care policy of the city of Kazan were identified and analyzed.
