LICENSING OF THE ACTIVITY CONNECTED WITH THE TURNOVER OF NARCOTIC DRUGS AND PSYCHOTROPIC SUBSTANCES

Activity connected with turnover of narcotic drugs and psychotropic substances, is quite extensive. It involved organizations in the health system and veterinary different forms of property, scientific research institutes, Federal state unitary enterprises, state institutions and other organizations regardless of ownership form. However, for a long time traffic in narcotic drugs and psychotropic substances in Russia has not been allocated to an activity subject to licensing. The activity connected with turnover of narcotic means and psychotropic substances may exercise such legal entity that meets certain requirements. The composition of the heads of the legal entity must include a specialist with appropriate professional training; legal person shall be provided conditions to ensure the recording and preservation of narcotic drugs and psychotropic substances and ensure the safety of such activity; legal entity must obtain special permission, etc.
