ANALYSIS OF MONITORING THE EFFECTIVENESS OF THE WORK OF THE THREE-TIERED SYSTEM OF PRIMARY MEDICAL AND SANITARY AID TO THE POPULATION OF THE CITY OF MOSCOW

Building a modern multi-level system of health have now become a strategic direction of the reform in the industry in the sub-programme «Formation of an effective system of providing medical assistance» program «Development of the Capital’s health» and in accordance with the order of the Department of health of Moscow № 38 dated 20.02.2012, «on measures for further improvement of the organization of outpatient care for the adult population of the city of Moscow». In this regard, an analysis of the organization of the control over the efficiency of the work of the three-tiered system of medical assistance. Some preliminary results of formation of three-level system of rendering of the out-patient-polyclinic help at level of administrative district of Moscow testify to a demand of specialised medical aid of 2nd level, a hypothesis solvency about necessity of territorial approach of specialised medical aid to the population. Further it is necessary to carry out the analysis of efficiency of the generated mechanisms of interaction between divisions of the first and second level, a role of introduction of information technology in the given mutual relations. With that end in view it is necessary to carry out constant monitoring of activity of structural divisions of out-patient associations, the stage-by-stage analysis of arising problems. It is necessary to include volumes of the rendered services of each profile, volumes of the services rendered within the limits of a day hospital, the centre of out-patient surgery in indicators of work of the given system.
